Component I - Reform
Management and Capacity Building in Change Units
Activities in this component
will build the institutional capacity and platform for
the implementation of sequenced governance reform actions
as defined in the Governance Reform Policy. The key
focus will be on the change units in three line Ministries
(Ministry of Agriculture and cooperatives, Ministry
of Education and Sports and Ministry of Health), Governance
Reform Coordination Unit (GRCU) of Ministry of General
Administration and Efficiency Unit (EU) of Ministry
of Finance. A core focus will be the development of
a leadership development program in key committees and
agencies and ensuring that the program is integrated
in to the regular processess of government operations.
Component II - Improve
Overall Efficiency of the Civil Service
A core objective of this component is to facilitate
the reform of civil service pay policy and personnel
management processes and systems to support enhanced
performance and outcomes from the public sector. The
activities to be carried in this component would be
i. Review of current VERS scheme and application of
measures for reducing staffing levels, ii. Policy on
Devolving Non-Core Activities, iii. Establishment and
Wage-bill control and iv. Computerized Personnel Information
Processes and Systems.
Component III - Anti-Corruption
Measures
The basic objective
of this component is to strengthen the CIAA so that
is can play a prominent role in the development of a
public expectation of an accountable and transparent
use of public authority.
Component IV - Enhance
Competence of Staff
Some fundamental activities with
regard to personnel policies and processes and undertaken
in this component.
Component V - Performance
Improvement Program
The core focus is to establish the culture
and processes related to performance based management
for public sector entities and demostrate the budget
incentives, effciency dividends and benefits in terms
of imporved quality of outcomes for participating entities
as a platform for further expansion.
