There are many actions needed
to initiate and sustain the reform program. The overall
program is very broad and tackles many major issues
and problems. The program's strategy is to deal with
this complexity on four levels.
The First is to inject support into specific program
elements to provide the necessary specialist knowledge
and experience to create a momentum for change in that
elements as well as an action plan to maintain momentum
through to implementation of the desired Change.
The Second is to provide support to the management structure
of the reform process itself.
The third level is that of capacity and leadership development.
For a major reform or change program to succeed senior
mangers must be committed to the change; staff involved
or impacted by the change must see a consistent approach
which is clearly delineated for all employees; and to
ensure employee support implementation of the changes
must be carried out fairly, efficiently and objectively.
The fourth level is that of increased transparency and
accountability in the system that is being changed.
The project will seek to make civil society more aware
of the changes and improvements taking place in the
governement system, and will seek ways to involve it
more in the process where government's services reach
the public.
The gender mainstreaming will be taken care of by incorporating
gender issues in each of the components of the program.
